AFAIK this is the first working crack for Cities XL. Very finicky though, so read the NFO and double check it before doing anything.

programs, so please bare with us as we try to find a
way to make it phone in to us without triggering some
sort of AV signature.

Usage Notes:
After you have installed Cities XL, execute the app-
lication while it is placed in the Cities XL directory
and allow it to build its libraries in the background.
Be sure that no instance of Cities XL is running while
the libraries are being built. This process normally
takes around 30 seconds. There will be no notification
that the libraries have been built, so keep an eye on
your Task Manager. Once the process has ended, open the
EXE again and start Cities XL. Now that the libraries
have been built, the patch will stay open as long as
Cities XL is open. When Cities XL prompts for activati-
on, the actipatch will contact our servers and get the
most compatible keyfiles for your unique copy of Cities
XL, if a match isn\\'t achieved, it will fetch a new pair
of keyfiles. This process may take many minutes to find
a sucessful activation, so please be patient. Once a
match has been made, the Actipatch will notify you and
Cities XL will continue loading. Congratulations! You
have now cracked your copy of Cities XL.
